11-The requirement for accessible handrails should be retained even in buildings with elevators. Accessible handrails are a fire safety feature for persons with disabilities who are able to navigate stairs with an accessible handrail. Elevators are generally inoperable during a fire, or at least are unavailable to persons other than fire fighters.
